In Moscow, 2015, Colonel Rodionov is fired from the FSB and is "back on the block". He is married to Kira and runs the Security Department of a major city bank. However, at a base in North Africa on the border between Libya and Tunisia, terrorists are preparing a large-scale terrorist attack in Moscow.

Rodionov arrives in Tunisia and learns that the private Russian plane his wife was supposed to be on exploded. Jafar fails to reveal the details of the terrorist attack in Moscow as he is killed by terrorists who have been watching Rodionov from the airport to their meeting place. While Rodionov tries to find the mastermind, Artem and Misha find themselves captured in the terrorist camp.

Ingrid Watson, representative of the charitable organization "Mission 44", contacts American media and misrepresents the Russian operation on the liquidation of terrorists as an attack on civilians. Andrey, skeptical of Watson's claims, continues the investigation. Ivan discovers a complex scheme involving Mission 44, Watson, and the illegal transportation of oil.

Passing as one of the water carrier guards, Ivan finds Artem in one of the prisoner barracks in the refugees' camp. Two groups of terrorists from Salem's camp appear in Moscow and settle in houses near the airport. Conan Shelby learns about Ingrid Watson and her scheme regarding the black oil trade. American Special Forces under Shelby prepare to seize Salem and set an ambush.
