Released from prison after killing relatives who abused his sister, ex-soldier John Mercer is recruited into a shadowy Government-run organization working to eliminate criminals beyond the reach of the law. His first mission is to remove an untouchable criminal, Jacob Gould, responsible for a hit on a senior police officer.

Ordered to protect a racist murderer and gangland boss who is secretly a police mole, Mercer has to manipulate events behind Lenny's back when Calum makes a fatal mistake. Mercer swallows his pride and seeks help from Rose, reminding her that if Lenny discovers what Calum has done, he will be utterly unforgiving.

When a notorious Albanian gangster arrives in London, Lenny's plans to ensure his swift return to his native land backfire when Rose is abducted. Lenny concedes he needs Mercer more than ever - he must rescue Rose, and at any cost.

When his boss orders him to kill a seemingly innocent man recently acquitted of murder, Mercer decides to keep him alive and investigate the details of the case. Meanwhile, George Rickard, Special Commissioner to the police, is frothing at the mouth that this man is still alive and that a journalist, Danny Spader, knows more than he should.

When one of Lenny's political allies engages the services of his former hitman to carry out a revenge killing, Mercer plunges into a dangerous game of cat-and-mouse with his wily predecessor. The pair eventually find themselves engaged in an epic struggle on the roof of a tower block.

Things go wrong when Lenny targets the kingpin of judicial corruption, and Mercer is hired to assassinate his boss. Meanwhile, Calum is talking of marrying his Colombian girlfriend, and Mercer still cannot confront his feelings towards Rose.
