In Normal, Minnesota, interim sheriff Ulysses and two bank robbers discover the entire town is a front for the Yakuza. After killing the corrupt Mayor, Ulysses learns the townspeople murdered his predecessor to protect the deal. To survive the Yakuza's arrival, they stage a cover-up. But chaos erupts when the Yakuza leader is accidentally killed. To avoid a war, the town returns to the status quo.
