DC Mohammed 'Mo' Anwari, a young and ambitious British Muslim undercover police officer, is sent to infiltrate the violent Shadwell Town gang. They are fired up by Shadwell FC's takeover by a Russian oligarch who is using the club as a money laundering enterprise, liquidising assets in the form of highly valued international players and in doing so, pricing many local fans out of the ground.
