When the smuggling of Chinese men into the United States continues unabated, the Immigration Department calls on dashing inspector Bob Baxter (Regis Toomey) to burst the racket. Baxter's deductive prowess soon has him on the gang's trail. Posing as a pilot, Baxter tries to infiltrate the gang, which is badly in need of a pilot.
