Harm goes to Russia to help in reforming Russian military law; however, complications arise. Mac and Bud prosecute a Naval officer for espionage, then she too goes to Moscow. Harriet gets a small surprise, and Harm gets a large one.

Harm is distraught when his newly discovered half-brother, Sergei, is framed for a crime punishable by death, while Mac arrives in Russia to prevent a presidential assassination.

A US frigate rescues and takes aboard a 12-year-old Cuban girl clinging to floating debris; internal and international squabbling ensues. Harm and Bud fly out and lend a hand. The girl takes some big steps. Mac and Mic talk more.

A love triangle leads to the death of a teenage girl, and a woman Naval officer goes on trial for murder. On live TV Mac and Bud prosecute, and one of Mac's law professors defends. Harm investigates an apparent suicide aboard a carrier.

PO Elling and his wife, Fanny are at home when suddenly their house is invaded by Federal agents. A man by the name of Al Mutawaf addresses Fanny and tells her that he has been commanded by the Royal Highness to bring her, the princess, home.

Just before his promotion to the command of the Sixth Fleet, RAdm Boone, an old acquaintance of Harmon Rabb, Sr. reminisces with Cmdr Harmon “Harm” Rabb, Jr. about the Vietnam war. Their conversation is interrupted by SECNAV who bears shocking news.

While conducting training exercises aboard the USS Seahawk, RAdm.Boone learns that has been relieved of duty. The reason his alleged involvement in the massacre at Tan Dien during the Vietnam War.

While the team wraps presents and prepare for the holiday season, Lt. Bud Roberts and Ensign Harriet Sims mourn the loss of their unborn daughter, Sarah.

Onboard the USS Bladensburg, Lieutenant Caitlin “Kate” Pike has an altercation with a superior officer, it may or may not be sexual harassment – we only hear what happens, through the door to the stateroom, but Kate is clearly distraught afterwards.

A parking lot attendant witnesses a father become violent with his young son. The attendant minds his own business until he finally can’t bear it any longer and pulls the father out of his car and punches him.

Commander Harmon “Harm” Rabb, Jr. and Lt. Colonel Sarah “Mac” Mackenzie are sent to find out exactly what went wrong during NATO Transit exercises where seven men died in a collision.

On a foggy night in Baltimore, Maryland, Sergeant Major Krohn becomes worried when his wife does not return home promptly after running a quick errand. Krohn decides to look for his wife and when he finds her, she is bleeding to death in an alley.

Louis Cellucci is having a rough time aboard the flight deck of the USS Benjamin Harrison. Moments after he walks away from another failed attempt at fixing an F-14, shouts of “Man Overboard!” are heard across the deck.

A Russian submarine glides through the sea and close behind is an American submarine. Cmdr Flagler and Chief Petty Officer Curley listen intently on their headphones when suddenly they hear an explosion. The Russian submarine has gone down.

Mic represents a civilian wrongfully jailed in a Navy brig; he settles with Harm and Bud. Gunny goes to New Mexico to pick up a Marine who disappeared after service in the Korean War. The admiral goes fishing and winds up in a firefight.

Terrorists aboard a service boat approach a USN destroyer in a port in the Mideast; a security team stops the boat and finds explosives and a woman Marine sergeant. Harm and Mac investigate. The suspect volunteers for a task for the CIA.

In Mazatlán, Mexico, Mike, Bud's brother, becomes involved in a barroom fight with a local, who later dies. Harm and Bud, with help from Bud Sr., eventually discover the cause. Mac successfully defends a Marine bulldog in a paternity suit.

A Marine sergeant in prison needs Harm's help again when his prints are found on a murder weapon.

Congresswoman Latham and a colleague watch four marine jumpers jump into the ocean from an M22 Osprey. With two marines left to jump, the plane is struck by a swell in the ocean. Harm and Mac are instructed to investigate.

Harm receives a message from ex-girlfriend. Harm returns the call and is devastated to find out that Parker is dead. Eager to help, Harm immediately makes plans to meet with Agent Kenworthy who will be leading the NCIS investigation.

With only moments to spare, Admiral A.J. Chegwidden hastily oversees the final preparations for Lt. Colonel Sarah “Mac” Mackenzie and Mic Brumby’s engagement party.

Sarah dreams about an actual conspiracy to commit a mutiny in 1842 at sea aboard a brig of war, a sailing vessel, of the US Navy.

Harm misses Mac's rehearsal and dinner by doing his semiannual carquals, then he and Skates eject from an F-14 Tomcat at night during a storm at sea. A rescue helo picks up Skates, but Harm remains unfound in the rough sea.
