Police Chief Joseph E. Conroy becomes obsessed with Albert Willis, a seemingly respectable baker whom he suspects of killing officers. Fired after assaulting Willis, Conroy pursues him across the border to Mexico's Border City, where a nightclub singer's dangerous loyalty to Willis puts everyone's lives at risk.
