Tokyo is the site of a world economic conference - and Cobra's latest target for chaos. When Cobra devises a plan to destroy the whole city with an earthquake, the Joes are sent in to stop them.

While on a camping trip, Bazooka watches a monstrous creature rise from the water and devour what looks like a giant firefly. Unfortunately, none of the Joes believe him, until it's revealed that this "sea serpent" is a Cobra-built submarine!
