A census-taker (Jeremy Sisto) visits Rockwell Falls, a small Midwestern town to learn why its population has remained at exactly 436 for over 100 years. He eventually learns that no one is ever allowed to leave and that the town citizens will do whatever it takes to maintain the status quo. He must attempt to fit in while he plots his escape.
