Kombuseevi follows Rokkapuli, a feared ruffian turned messiah from a village near Andipatti, driven to crime after a Vaigai dam robs him of land and livelihood. Orphaned by debt and displacement, young Pandi grows up under Rokkapuli's wing, embracing lawlessness as they defy authority, commit crimes, and seek prosperity for themselves and their villagers.
