When the Prime Minister's plane goes missing, Deputy Prime Minister Tom Dawkins is left to pick up the pieces amidst a public scandal involving a deadly explosion. While dealing with the crisis, Tom receives growing pressure to run as replacement PM.

Newly elected as Prime Minister, Tom vows to uncover the truth behind the explosion and bring justice to the victims of the explosion.

Amidst the threat of nationwide chaos and impending war, Tom gives the chemical company an ultimatum by freezing their assets. Later, some unseemly details of Tom's military past are brought to light by journalist Ellis Kane.

Following his shock election victory, Tom Dawkins launches an enquiry into the toxicology anomalies at the blast in Scarrow. British intelligence locates al-Qaeda chief Tamin al-Ghamdi and a reluctant Dawkins is pressed to take him out.
