Two villains named Scrappy and Ivan the Outage help their boss Smog escape from jail. After this, the villains steal the crystal from a museum. Sergeant Cooper the police car and his partner Oliver do their best to stop the villains. Soon the officers realize there is more to the stolen crystal. RCH is all about our city heroes - policemen, firefighters, ambulance crew and even a garbage truck.
