Swedish detective Saga Norén teams up with Danish detective Martin Rohde to investigate a mutilated corpse on the Øresund Bridge, but they're off to a rocky start - Saga has an offputting manner and writes Martin up for an administrative infraction.

The journalist linked to the corpse on the bridge gets a message from the murderer, which is also published on a website. He outlines five social ills, which will be highlighted by future murders.

To bring attention to the plight of those on society's fringes, the murderer kidnaps a homeless man and asks for a large ransom from four landlords. Exactly how much is a human worth?

Understanding that the killer has very carefully planned his atrocities, Saga and Martin try to catch him off guard with the unexpected.
