A young investigator, Captain Yuri Zelenov, becomes witness to a businessman's, Letyagin, murder. Due to the confusion, Zelenov is suspected of the murder and is called for questioning. Someone tries to drown Sasha, Zelenov's girlfriend, Zelenov later learning that deputy Mitin was behind it. Antonov is set free from prison, but is immediately kidnapped.

Zelenov is temporarily appointed as the head of the District Department of Internal Affairs. His girlfriend Sasha is taken under State protection. Alik thinks Zelenov let Antonov escape. It turns up that Antonov tried to get rid of his partners to own land for business. Antonov set it up, getting into prison as a hideout. Paul, Zhuzhukalo, Misha Shevchuk and Zelenov head to get Antonov.

Zelenov's girlfriend comes back home. Zelenov and Misha Shevchuk arrest highway patrol officers, but are caught in a car race; leading to an explosion. Mityai offers Zelenov his help, introducing a criminal with the nickname "5 Kopecks". Mityai gives Zelenov another contact, lieutenant Losenok. Alik is called to identify who drove the wrecked car.

Alik works to figure out who the highway smugglers are. Zelenov learns that Losenok is mixed up with the smuggling scheme. Zhuzhukalo falls for a lawyer. Alik realizes that the explosion was planned. Alik is called to visit general Olenev and is informed that there was an Irkutsk trace found, and that a huge number of explosives had been vanished 4 years ago in Irkutsk.

Romka, a nephew of Zhuzhukalo, catches a cell phone thief in school. The thief's father makes a report to the police on Romka. The IAD finds Grinberg and suspects him in criminal affairs. The new head of Mityai's security, Sergo, informs them that they';ve been wiretapped. The ISD receives a lead on major-general Rudzutak who came from Irkutsk to Moscow 2 years ago.

Zelenov notices he is being followed. Alik is thinking over major general Rudzutak's story. When the ISD discusses the plan to stop Rudzutak, Zelenov is asked to meet him. Rudzutak gives Zelenov a task to get Mityai in jail, and offers Zelenov to be a major if he succeeds. Zelenov warns Mityai about this, hoping that Mityai will share information about Rudzutak.

Criminals in St.Petersburg are murdered by some "avengers". Zelenov goes undercover to establish himself in this squad. He meets two of his ex comrades from Chechnya who helped him become employed. Zhuzhukalo starts to suspect that Alik is involved in the St.Petersburg affair. Captain Rudnev demands that Zelenov shoot lieutenant Merya.

Zelenov convinces Yarik and Dashuk to run together. Paul draws a picture of the man who shot him, but it doesn't look like Zelenov. This seems strange to Rudnev and Smolnyak. Rudnev finds Zelenov, Yarik and Dashuk. All of a sudden Alena Ivanovna identifies a murderer of her client. She is kidnapped and thrown to where Zelenov, Yarik and Dashuk are hidden.

The police captain's wife comes to Yura and Zelenov with a baby. Her husband is lost and she asks Yura to find him. Zelenov's colleague Semen Bakhrushev meets Guseynov, owner of the convenient store. In the meantime, Semen discovers two cops who planted drugs on a young guy. Zhuzhukalo sister's husband goes to a hospital with alcohol poisoning after drinking alcohol from Guseynov's store.

ISD checks Guseynov's store and finds proof of an entire scheme. There's a warehouse full of counterfeit alcohol in Moscow, protected by police officers where Nikita Sivak worked. Everybody except the warehouse director is captured, including the local police head. Antonov brings Zelenov a recording and behaves strangely, saying that it is dangerous for him to stay there.

ISD officers watch a video on the Internet of Semen Bakhrushev taking money from Guseynov and Zhuzhukalo, then beating Guseynov. Everybody rushes to Guseynov only to find him dead. Bakhrushev stays near, unable to say anything and is placed under house arrest; yet continues to say he hasn't killed anyone. The third missing cop from the fight seems to be the only clue of how the video was posted.

Bandits plan to murder Zhuzhukalo and Bakhrushev. Paul and his men manage to save them, but they fail to capture any of the bandits. The investigators discover this was a raid gone wrong, due to pressure from the head of local police.

Strange things occur in Romka's school when his classmate is arrested and taken to a police station. The next day the boy dies, allegedly hit by a truck. Romka doesn't believe this and starts his own investigation with the help of two friends. Romka and his friends find out the cops who had taken their friend tortured him to death.

Zhuzhukalo and Zelenov break into the office of the cops who kidnapped a girl and save her. Zhuzhukalo loses his temper and almost kills one of the cops, which leads to him being on house arrest. Several officers become the victim of blackmailing. Stepan Kolesnikov's main goal is to revenge Antonov and Mityai who put him into prison. That's what Kolesnikov does in a talk with Zelenov.

Zhuzhukalo goes to a police department when an unknown suspect keeps on repeating his last name. The suspect turns out to be a captain, Zotov. Alik and Zhuzhukalo sent him to work undercover in Zhizdra, a shipment point for drugs. However Zotov has a nervous breakdown and is not allowed back, putting the operation in jeopardy. Zhuzhukalo, Alik and Zelenov go there without any cover.

Zotov is surprised when there are no drugs found. But the criminals don't trust Zotov that much. He is sent to watch people who live in a specially built village where they pack up the drugs. But Zotov has another nervous breakdown. He is found with his wife in another town. The operation begins.
