Officers Sean Thompson and Billie Blake are part of the L.A.P.D.'s new program called Martial Law: a police force that uses martial arts to subdue criminals. They soon find themselves pitted against career criminal Dalton Rhodes, who is also a master at rare forms of kung fu. When Sean's baby brother Michael is recruited by Rhodes, the crusade becomes very personal.
