In 1920s Shanghai, a group of rebellious outsiders, the Anarchists, seek freedom from society's rules. Through dangerous, terroristic methods, the Anarchists seek to bring corruption down. When one of their own betrays the group, the Anarchists are forced to face the actions of their past.
