Fang Shiyu ends up in the lawless Cliff City after rescuing a woman, Qiu Ming from the gangsters. To make the miserable lives of the people of the city better, he decides to take down Zhang Jinhong, the local gang leader who's been entrenching Cliff City for a long time. Together with Qiu Ming, Fang Shiyu become the new leader of the city guard to fight against Zhang Jinhong.
