In the quaint Norfolk town of Market Shipborough, Peter Kingdom runs a law practice with his reliable secretary, Gloria, and an apprentice from London, Lyle. His life is slowly returning to normal following the disappearance of his brother at sea six months earlier, but then his sister, Beatrice, returns to town, fresh from rehab.

Peter is hired by an Estonian woman named Aeste, who claims a local farmer kidnapped her child. Meanwhile, Peter must deal with the debts left by his late brother.

While Sidney Snell contends that the town council has been harassing him, Peter represents father and son fishermen whose boat exploded. Meanwhile, Beatrice falls for a local artist and becomes the nude model at his drawing class.

As more of Simon’s shady dealings come to light, Peter takes on a discrimination case when a young woman is refused a place at Cambridge University. Meanwhile, things are hectic in town, and Gloria fails to show up for work.

Beatrice takes over running the office while Gloria is away, while Peter handles a divorce case after a wife discovers her husband has been wearing women's clothing.

An elderly Polish man who survived a Nazi concentration camp visits Peter to seek his help after the council wants to evict him from his home. Beatrice tries to become friends with Gloria, and Peter gets an unexpected visit from Simon's girlfriend.
