"الوكالة دي" هي مدرسة تدريب جاوسيس سرّيّة أنشأها المقدّم يوري من الجيش الإمبراطوري. تضمّ الوكالة من ثمانية أعضاء مدنيّين وليسوا عسكريّين، لكن هنالك عضو تاسع وحيد متخرّج من الأكاديميّة العسكريّة وهو الملازم ياكوما. يكتشف ياكوما أنّ أساليب الجواسيس تختلف تمامًا عمّا تعلّمه في الأكاديميّة وهو معارض تمامًا لها.
