The Ghost threatens to destroy New York when the counsel of eight refuses to pay him one hundred million dollars. Dick Tracy races through the sky trying to stop Lucifer from starting.

Lucifer escapes from jail with the aid of his Invisible Ray Machine. Dick Tracy recognizes the getaway car and pursues.

Lucifer sends Corey to stop the Trent shipment at the canal. Corey and his men steal a patrol boat and try to blow up the Canal locks. Dick Tracy starts a search for the missing boat.

The Ghost forces Trent to surrender his secret machine tool plans. Dick Tracy, suspecting the Ghost is about to strike, rushes to Trent's home.

Corey manages to cross the train tracks, narrowly missing being hit by the train, before Tracy can catch him. He hurriedly boards a waiting plane...
