During the Expo '92 in Seville, two men set up a drug and arms trafficking business. Meanwhile, police officers Juan Romero and Benito Arena attend an anti-drug course in Miami. On their flight back to Spain, they meet Dr. Panadell, who confesses he's being threatened to work for a drug-processing lab.
