Abhilash starts preparing for his final attempt at IAS from Mukherjee Nagar and realises the lack of right emotional balance in his preparation and life. DM Abhilash finds himself in a catch-22 situation as his old foe, from Mukherjee Nagar, Pawan returns as DM Sambhal to compete for the Education Town project. At home Abhilash and Deepa's parents are in no mood to wait for their wedding.

Both Abhilash and Pawan in their own capacity help the Hindi-medium aspirants in Mukherjee Nagar with English, syllabus and strategy which in turn furthers the rivalry between the two. DM Abhilash faces a setback in the process of acquiring the land for the Education Town project while DM Pawan takes the lead as the contender for the project.

Aspirants in Mukherjee Nagar contemplate over the possible cut off for the prelims exam. IPS Deepa Nabam is hospitalized following a police encounter. Supported by his friends SK, Guri & Dhairya, DM Abhilash takes care of Deepa while navigating through professional challenges. ALC Sandeep Ohlan tries to strike a deal with Abhilash in order to get the Education Town project for Pawan.

The rivalry between young Abhilash & Pawan reaches its boiling point on the last day of the mains exam. In the present, DM Abhilash decides against giving up the Education Town project in Rampur resulting in DM Pawan expressing his concerns about the system unabashedly. Abhilash further takes drastic measures.
