Three years after the events of Battle Royale Shuya (Tatsuya Fujiwara), along with his co-survivor Noriko (Aki Maeda) have formed an anti-state alliance intent on bringing down the Japanese government. In retaliation the government launches the 'Battle Royale 2' programme kidnapping a new class of delinquents and sending them to eliminate Shuya's rebellion or face certain death.
