Raja (Sivaji Ganesan), a thief, falls in love with Radha (Manjula) who happens to be the daughter of a smuggler. An honest police officer, Ramaiah (VS Raghavan) tries to reform Raja's ways but what lies ahead of Raja is something that forms the crux of the story.
