After five years working for Europol in The Hague, officer Johan Falk returns to Göteborg to work with the special operations group "SSI," an elite force within the Swedish police whose objective is to combat the most dangerous crime organizations.

When a prosecutor pursuing the most dangerous motorcycle gang in the country is killed in a bombing, the police high command orders the SSI to use every means to combat them. It becomes clear that something has gone terribly wrong within the police.
