A City Police Commissioner (Mohanlal) gets an anonymous call. The caller (Kamal Haasan) demands that he release militants in exchange for information about bombs planted across Chennai. The commissioner is caught in a dilemma as he must negotiate his way out of releasing terrorists who have been responsible for killing innocent people.
