On the premiere episode of "Spin City," Deputy Mayor Mike Flaherty faces three crises: a garbage strike, a flap with the gay community, and his own fear of commitment.

Mike is voted sexiest man in New York by "Manhattan Magazine" which causes problems in his love life.

Mike and the Mayor work around the clock to negotiate an end to the garbage strike leaving Stuart in charge of the office. Life is so hectic that Ashley and Mike never get to see each other.

A Television interview with Mike leads Carter to take action on a controversial cause, and Ashley to question her professional objectivity.

The former Mayor is a constant critic of the present administration, and a plan to appease him has tragic and hilarious consequences. Mike and Ashley try to avoid their new neighbors.

Mayor Winston's approval ratings are down, so Mike orders Carter and Nikki to conduct a focus group. Carter and Nikki fight over the same man. James is disillusioned by the media's relentless attacks on Joel Bronstein.

Carter and Nikki plan to marry, but Mayor Winston opposes same-sex marriages. Ashley misses her newspaper career and despises her "fluff" articles. When an eye injury allows Paul to wear a sexy patch that the ladies find sexy, his popularity grows.

Mike discovers that a millionaire's generous gift to help a senior center is not without conditions. Mike "outsmarts" the mogul by audiotaping some embarrassing words he made to Stuart, leading Donaldson to reconsider demolishing the facility.

"Mayor for a Day" Tommy Dugan won over the public and the press with his calls for city workers to ride public transportation and the Mayor to start a hotline for furloughed employees.

City staffers take on the Mayor's office in a Thanksgiving bet. Whoever feeds the most charity turkey dinners wins. The group who loses must serenade the other with a show tune.

Mike tries to give his staff a break from their 14-hour workdays by installing an air hockey table. Ashley "dogs" Mike about the situation, but he won't bite her. Mike eventually 'fesses up to Ashley, and she decides not to run with the story.

Mayor Winston catches the flu and asks Mike to fill in for him on a TV show. Mike's opponent is Ashley, sitting in for another ailing mayor. The couple tries to top each other over who's got the worst case of the "bug."

Mike and Ashley's break-up stuns the City Hall staff, but he tries to put a good face on it. Mike's apartment is a mess, and he refuses to let go of Ashley's box of belongings. The Mayor offers him time off to recover.

Stuart wakes up in Carter's bed and is horrified to find out they slept together but is relieved to learn it wasn't as bad as he first thought.

Paul worries that Claudia has changed her mind about sleeping with him, but he doesn't want to ruin their budding romance. He also discovers that Gabby's son is afraid of him.

In this week's episode of City Hall, Carter pretends he's dating Mike. Paul plots the perfect evening with Claudia, and James is jealous of Nikki's date with a former beau. Spence asks his ex-lover to be his best man.

But he only has eyes for one of the governor's female staffers, Holly Cohen. Mike and James Carter film a video of celebrity greetings for him, recorded by everyone from Patrick Ewing to the cast of "Rent."

Mike's plans for a romantic evening are "snowed under" when a blizzard shuts down New York City. A naked man promoting nudism has been expelled from a city university.

Mike's new girlfriend "bares the facts" about how she pays for her law school tuition, apologizes, and says she doesn't want to jeopardize his career. Paul lies to get out of a dinner date with Claudia so he can attend Mike's bachelor party.

The Mayor's State of the City is a fiasco. The Mayor apologizes but seems unsincere. Mike's efforts to repair an insult to the deaf community get him in hot water. Mike's troubles mount when he cracks a molar and has to have dental surgery.

To stop her, he uses his fan James' love for (MTJ) to get the band to cancel a free concert. Just as the concert begins, a massive power outage from the concert plunges the city into darkness.

While the press questions the Mayor's health, Mike keeps the Mayor up all night to prove he is suffering from sleep deprivation to cover his bad LSD trip. Nikki's new love, George, seems to be taking advantage of her, so she dumps him.

After a fight with his wife, Mayor Winston moves in with Mike - and it looks like he'll never leave. Meanwhile, James helps Stuart write a speech. Paul has to cope with press inquiries about the Mayor's crumbling marriage.

The Mayor of New York City gets divorced on the eve of his State of the City address. Paul was in love with Claudia, but had second thoughta when she moved in. The Mayor and Paul refuse to return to New York for their respective breakups.
