As they crafted the Constitution, the Framers struggled to balance states' rights and the federal government's power. They also wrestled with slavery. They presumed slavery would die out on its own. Instead it spread. The Dred Scott case changed things, with a Chief Justice convinced he would end the slavery question once and for all, from his bench. But it would take the Civil War to do that.
