Harry Palmer joins the British Intelligence Service and starts working under the direct orders of Commander Dalby in the Civil Section, in charge of finding out why a great number of British scientists dedicated to investigations of high strategic interest voluntarily abandon their occupation, disappear or go into the service of other nations.
