Set in 1980s British colonial Hong Kong, a troubled refugee enters the infamous Kowloon Walled City, a dangerous enclave ripe with crime and corruption. As the city confronts him, he soon discovers order amidst the chaos, and gains life lessons from the residents as they resist a violent invasion.
