Coriolanus Snow is the son of General Crassus Snow, who died in battle when he was five. Having lost his mother in childbirth, Coriolanus grew up an orphan in the Capitol with his cousin Tigris and his Grandma’am. Their financial destitution resulting from the siege of the Capitol made Coryo determined to return his family to their former glory and step into the future he deserves amongst the Capitol elite.

Lucy Gray Baird arrives in the Capitol as a tribute from District 12, but she was raised in a traveling musical family known as the Covey. Long before the Hunger Games required showmanship, Lucy Gray’s charm and phenomenal singing voice endear her to the Capital, easily winning over the spectators and her mentor, Coriolanus Snow.

As a geneticist, Dr. Volumnia Gaul studies and manipulates the fundamental building blocks of life. An innovator of experimental military weaponry, she pursues her work with determination and even glee. Her core belief that humanity’s natural state is chaotic and violent justifies her means of control and is evident in every project she oversees, especially the Hunger Games.

Years before the rebellion, Casca Highbottom drunkenly crafts a proposal for the Hunger Games as part of a class assignment. After the failed rebellion, The Treaty of Treason is drafted, featuring new restrictive laws and policies added to prevent future rebellions. Dr. Gaul adapts his proposal for the Hunger Games into the Treaty and publicly presents him as the creator, driving him to morphling addiction.

Having both lost their parents as children, Tigris and her younger cousin Coriolanus survived the war with their grandmother. As the Snow family sinks deeper into poverty, Tigris' labor and personal sacrifices keep them from starving and help maintain their dignity. Her ability to transform clothing from rags to regal help the Snows uphold appearances, a vital survival skill within the Capitol.

One of the few families to transition from District to Capitol citizen, the Plinths are regarded with suspicion in the Capitol, except where their munitions money grants entry, and are seen as traitors by District 2. Being raised in a society that views his family with contempt only deepened Sejanus’ compassion and concern for justice, and he never hesitates to help those in need or question those in power.

Lucretius “Lucky” Flickerman is an outlandishly dressed Capitol TV weatherman and the first host of The Hunger Games, where he introduces the audience to a whole new must-see TV event. Flickerman adds irreverent commentary whilst also updating viewers on the latest weather reports. His trademark coin trick (flicking it in the air where it disappears and then reappears) is how he starts and ends his reports.
