Following the blowup of a Seattle sting engineered by OCU Inspector Ted Altman and U.S. DEA agent George Williams, Jimmy Reardon goes on the lam. Back in Vancouver, Mary Spalding fights to control an investigation into the murder of an American mole before it derails her promotion.

With Jimmy at a secluded island hideaway, his right hand man and his lawyer try to remedy their cash flow problems, even as tensions with rival Dante escalate. The DEA's Williams builds a case to pin the Seattle fiasco on Jimmy--provided Jimmy's gun doesn't turn up.

Now hiding at the Chickadee, Jimmy gets his business in order and prepares to leave Canada--perhaps forever. When ballistics evidence seems to exonerate Jimmy in the Seattle killings and Mary secretly arranges to interview the DEA's hospitalized informant, the pressure intensifies on the embattled Williams.

Jimmy maneuvers quickly to ensure a steady supply of product for his markets and to save his offshore bank deal. Mary feels conflicted when the defense department asks her to intervene with a former school friend and reporter about to break a potentially embarrasing story.

After a supplier sells to the competition, Jimmy engineers a complex plot to punish him. Meanwhile, a police informant learns of an incipient DEA attempt to kidnap Jimmy. At the request of the inspector general, Mary investigates a Chinese dissident involved in a homosexual affair with a married cabinet minister.

Learning that the mysterious Blackmire Group's tendrils reach far beyond tax evasion, Mary recruits Julianna, one of Katarina's call girls, to seduce Blackmire's chairman, George Browne. Feeling the heat both from DEA agent Nick Jordan and from the Canadian attorney general's office, Jimmy considers fleeing the country.

Caught between two imminent threat-a kidnapping plot by rogue DEA agents and possible arrest and extraditino by Canadian authorities-Jimmy strikes a desperate deal with Mary. But are the DEA agents really who they claim to be? In the Blackmire investigation, Julianna exceeds all expectations in getting close to Browne.

The arrival of American dealers on the streets of Vancouver threatens the stability of the city's drug market. Mary enlists Jimmy's help to avert chaos. Meanwhile, Julianna's relationship with Browne deepens, reaping rich rewards for CSIS. But she begins to take rishs that Mary considers reckless.

As Dante's lieutenant becomes the first victim in an impending turf war, Jimmy tries to broker an alliance between Dante's Disciples and Phan's Vietnamese. With the CIA urging Mary to back off Blackmire, she, Martin, and Ted concoct a daring plan to make CSIS a major player in international intel.

Ted uncovers background on Nick Jordan, revealing the Americans' true intentions and suggesting dire consequences for law enforcement and Vancouver's drug lords. At CSIS, Mary gets a visit from a CIA agent, who proposes turning Julianna into an Agency informant and removing her from Mary's control.

After a tense face-to-face meeting with the American crew, Jimmy implements a strategy to freeze them out of the Vancouver weed market. Upon learning that Blackmire is actually a CIA front, Mary faces a dilemma about how to proceed. Her decisions becomes even more difficult when Julianna starts to crack under pressure.

Nathan Cleary of Special Investigations insists on meeting CSIS's Blackmire informant, setting in motion a chain of events that jeopardizes Julianna's life. Meanwhile, Jimmy leads the local Vancouver traffickers in putting up a united front against the American interlopers, and the long-feared bloodbath erupts on the streets.
