Jimmy Keenan (Jackie Cooper) runs a news stand in New York by day and goes to law school at night, mean while keeping tabs on a pack of young hooligans who are constantly troubling the boys who work for him. Extortion-gathering hoods threaten him and his crippled pal Gimpy. When the boys get into a fight with the gang, they are hauled before a kindly judge, and Jimmy defends them persuasively.
